BY-LAW NO. 6 - PART 2
SENIOR HOCKEY
The
Rules and Regulations that will govern Senior Hockey in the W.O.A.A. are as
follows:
A-1. No agreement of affiliation exists between
the W.O.A.A. and other Hockey Associations.
We follow C.H.A. Rules with changes as contained in this Senior Hockey
Manual of Operations.
B-1. The Association shall have the following
classification:
SENIOR “A” - Home centre population shall not be
greater than 15,000. Each team shall be
allowed five (5) Import Cards and an unlimited number of Non-Resident Cards as
defined in Sec. C-18.
B-2. If any team wishes to be reclassified, a
written proposal must be submitted to the Senior Hockey Chairperson for
approval. The Senior Hockey Chairperson
shall have the right to reclassify any team if the situation warrants.
C-1. For the purpose of determining eligibility
the only accepted reference shall be the scale maps on file at the W.O.A.A.
Office.
C-2. A player may play for any team provided his
residence is situated within the specified km. radius of a team’s centre as
defined in Sec. C-1. The drawing area radius of forty (40) km. shall be
increased proportionately by percentage for W.O.A.A. Senior Hockey teams
affected by water.
C-3. The playing rights of any individual
remains with the last team that the player has legally signed with, unless he
has obtained a valid release. However,
any player who has not signed a W.O.A.A. Senior Hockey Player's card for three
(3) consecutive hockey seasons shall become a "free agent". He shall then become eligible to sign with
any Senior Hockey club in accordance with C-1. And C-2., without requiring a
release from his last signed W.O.A.A. Senior Hockey team.
C-4. After three (3) consecutive years, signed
with the same club under the same player status (Resident, Import,
Non-Resident) said player shall be given “Special Status Quo” by the W.O.A.A.
to play for his eligible team as a resident player. A year to be defined as on the active roster as of January 11th.
C-5. In all instances when a release is granted
it is permanent. (Effective September
1, 1996).
C-6. A player that is refused a release may
apply to the W.O.A.A. Senior Hockey Committee for consideration. When the issue has been resolved the
involved parties shall be informed of the decision, in writing.
C-7. The individual player’s status shall be
defined as follows:
(a) Resident,
(b) Non-Resident,
(c) Import.
C-8. In every instance a player shall declare
his actual place of residence, as of the 1st October of the current playing
season and he shall remain at that address, however, if he elects to move and
relocate elsewhere, he is subject to the requirements outlined in Paras. C-10,
C-11 and C-12.
C-9. This date shall also apply to any Senior
Hockey player who declares his parent’s address as his residence.
C-10. Should a player move or change his place of
residence after 1st October he shall inform the Executive Administrator within
seven (7) business days of his new place of residence.
C-11. The Senior Hockey Chairperson, in
consultation with the committee will review all issues, then decide if this
change in residency affects:
(a) His
playing rights and eligibility,
(b) The
classification of the team he has signed with,
(c) Any
other associated matters.
C-12. When a player elects to relocate on or after
the 2nd October and it has been determined this is a legitimate move, the
player shall have the choice of completing the current season with:
(a) His
original team if he is still eligible,
(b) Another
team if he is eligible.
C-13. Failure to complete “Residence” information
could result in suspension of the participant.
C-14. Any player signed to a C.H.A. affiliated club
is ineligible to sign with a W.O.A.A. Senior team in the same playing year
until approval has been granted by the Senior Hockey Committee.
C-15. Any W.O.A.A. registered Senior Hockey player
may sign with a C.H.A. affiliated club in the same playing year provided he
does not participate in a C.H.A. game until the W.O.A.A. club is
eliminated. Participation shall make
the said player ineligible for further W.O.A.A. play.
C-16. In accordance with C.H.A. regulations, a
carded Minor Hockey player shall not play W.O.A.A. Senior Hockey at any time.
C-17. Senior Hockey Clubs can apply to the W.O.A.A.
Senior Hockey Committee for special goaltender permission. A goaltender may not play until his status as
a “special goaltender” is approved.
Goaltenders for a Senior team will be given special consideration
provided that:
(a) The
club can prove to the Chairperson a definite requirement exists,
(b) A written submission is made stating all details pertinent to
the situation for the Senior Hockey Committee’s consideration and a decision is
affirmed.
C-18. Any player must play a minimum of five (5)
league games for the team he is legally signed with to be eligible for W.O.A.A.
play-offs.
DEFINITIONS:
(a) "IMPORT"
A player shall be classified as an Import if he:
(i) Resides more than 40 km. from the centre in which he signs.
(ii)
Resides
within a centre over 15,000 in population. (He shall not be subjected to the
W.O.A.A. Residency Rule C-2).
(iii) Requires a release from another W.O.A.A. Senior Hockey team
and is outside the teams drawing radius.
(b) "NON-RESIDENT"
Any player who has moved out of a team’s drawing
area shall have the right to play for said team as a “Non-Resident” player
provided he played Minor Hockey in that community and can show proof if
required. Unlimited per team.
(c) "IMMEDIATE FAMILY"
A player's immediate family includes Step-Sister,
StepBrother, Half-Sister, Half-Brother, Sister, and Brother.
(d) “RESIDENCE”
A house, building or
structure that is fit and suitable for human occupancy.
NOTE:
Property - (Registered as a parcel of land)
the owning of or possessing same, with a structure thereon, is not a residence.

D-2. All trophies must be returned by the
winning club, properly engraved, to the W.O.A.A. Office by November 1st of the
current playing season.
(a) The
inscribed plate or shield shall be:
(i) Similar to existing plates or shields,
(ii) Properly engraved, year, team and name.
(b) Failure
to comply with the above, the club or association shall be held liable to:
(i) A monetary assessment not to exceed
$1,500.00; and/or
(ii) Suspension and expulsion.
D-3. The Championship club in each category
shall receive a pennant for permanent retention and display.
D-4. Individual Scoring Championships will be
decided in the following manner:
(a) Aggregate
Points,
(b) Games
Played,
(c) Goals
Scored.
If a tie still exists, games played
involving those two teams to which the players are signed, will decide the
championship, on the same scale:
(a) Aggregate
Points,
(b) Goals
Scored.
D-5 Each W.O.A.A. Senior Hockey team shall
submit by January 10th of the current playing season, the name of
the Senior Hockey player they nominate to receive the "Hugh Hodges
Memorial" Most Sportsmanlike Player Award. The W.O.A.A. Senior Hockey
Committee shall then make the final choice of the recipient and the award
presentation will be made during the play-offs.
E-1. The Chairperson, in consultation with the
Executive Administrator shall determine the variable entry fee, which shall be:
(a) Sustainably
adequate to cover operational expenditures,
(b) Payable
to the Executive Administrator as per scheduled deadlines,
(c) Approved
by the Board of Directors.
E-2. A $500.00 performance bond shall be
submitted to the Executive Administrator by all clubs prior to the date of the
Annual Meeting. Performance bonds shall
be payable in cash, certified cheque or money order.
E-3. Performance bonds of member clubs shall be
retained by the W.O.A.A. unless the team requests, in writing, a refund.
E-4. Any team having entered and is not drawn
into a schedule shall receive a 75% refund of the entry fee. A team drawn into a schedule shall forfeit
their entry fee to the W.O.A.A.
E-5. Teams withdrawing after they have been
scheduled to start play will also forfeit their bond.
E-6. Each team shall receive a copy of the team
statistics on a regular basis (schedule & play-offs). The League Statistician shall be reimbursed
by the teams for this service at a cost of $70.00 per team. This service is mandatory.
E-7. In all play-offs series, each home team
shall submit to the Executive Administrator for each play-off home game $50.00
plus G.S.T.
E-8. Insurance is mandatory to be eligible to
participate in the Senior Hockey program.
In the event that 75% of the Senior Hockey teams in good standing with
the W.O.A.A. agree upon a group insurance policy which is contingent upon 100%
participation, all members will purchase the policy to be eligible to
participate in W.O.A.A. Senior Hockey activities.
F-1. The President shall appoint a Chairperson.
F-2. The Chairperson shall appoint a committee.
F-3. The committee shall be composed of:
(a) President
of the W.O.A.A.,
(b)
Appointed
Chairperson,
(c)
Vice
Chairperson,
(d) Convenors,
(e) Senior
Referee Assignor,
(f) League
Statistician,
(g) Team
Representatives,
(h) Other
appointed members.
F-4. The committee shall assist the Chairperson
in the day to day operations of the program.
F-5. The Chairperson shall convene meetings as
necessary.
F-6. In conjunction with the Executive Administrator they shall
collectively administer the program by:
(a) Directing
and co-ordinating schedule play and play-offs,
(b) Reviewing
events and resolving relative issues,
(c) Ensuring
teams respect and adhere to rules and regulations,
(d) Providing
guidance, leadership and direction to all clubs and members.
G-1. The Annual Senior Hockey Meeting shall be
held on the second (2nd) Monday of August, however, an alternate date may be selected
by the Chairperson.
G-2. During the Annual Meeting the Chairperson
shall:
(a) Present proposed amendments which shall be resolved as
outlined in By-Law No. 4 (Rules of Order).
(b) Supervise
the preparation of a playing schedule. (Time permitting.)
G-3. Representation is compulsory at the
Annual Senior Hockey Meeting and other Senior Hockey Meetings as requested, at
the discretion of the W.O.A.A. Senior Hockey Chairperson. A team that does not have a representative
at these meeting shall at the discretion of the Chairperson, be subject to a
monetary penalty not to exceed $100.00, which shall be payable to the Executive
Administrator.
H-1. An amendment that is inconsequential or
contravenes the By-Laws shall not be accepted by the Senior Hockey Chairperson.
H-2. Proposed amendments shall be forwarded to
the W.O.A.A. Office prior to the 30th of May of the current playing season.
H-3. Any amendment shall be submitted in
printed, written or typewritten manner and will:
(a) Have
the name of the mover and the club thereon.
(b) Clearly
identify the By-Law, paragraph, part or parts thereof.
H-4. Proposed amendments shall be distributed to
all eligible teams by June 30th.
I-1. Each club of the year previous to the
Annual Meeting is entitled to one (1) vote, provided the club is in good
standing. A new entry who has deposited
an entry fee and bond with the Executive Administrator shall have the right to
one (1) vote.
I-2. There shall be no voting by proxy at any time.
J-1. Each Senior Hockey Club will be issued
thirty-five (35) player cards which shall be designated as Resident, Import or
Non-Resident, as defined in Sec. C, also one (1) Manager, three (3) Coaches and
an unlimited number of Trainer's cards.
J-2. All questions on the cards must be
correctly answered in full and signed by "ALL" players, Coaches,
Manager and Trainers.
J-3. A team official must sign a player's card
to be an eligible player.
J-4. All players must be signed on a card prior
to their first game (exhibition or scheduled play) that they participate in to
be eligible to play Senior Hockey. All
original cards must be delivered to the W.O.A.A. Office "IMMEDIATELY". Registered players are listed on a Master
List numbered one (1) through thirty-five (35). Players may be added or deleted as requested by means of signed
cards and releases only. Any reinstated
players must sign a new player's card and be registered as a new signing on the
Master List. Player's lists will be
sent by fax to the W.O.A.A. Office for scrutiny on a monthly basis, if
there have been changes. Teams will be
allowed to have thirty-five (35) active cards until the January 10th
signing deadline. In accordance with
B-1., at no time shall a team be permitted to have more that the allowable
number of Import player(s) participate
in a game. By January 11th,
each team must file with the W.O.A.A. Office a cut-down list of twenty-five
(25) active cards, which will become their play-off roster. Failure to file this list will result in the
first twenty-five (25) eligible cards recorded on the Master List being
declared as the active play-off roster.
Once the list is filed, there will be no changes allowed.
J-5. No player shall be signed after January 10
of the current playing season.
J-6. All persons on the bench must be signed on
a W.O.A.A. Senior Hockey Team Officials card prior to their participation in a
game and the W.O.A.A. Office to be notified by telephone or fax. There shall be no deadline date for signing
of team officials.
K-1. The Association shall adopt C.H.A. playing
rules. Changes to these rules as they
apply to the W.O.A.A. will be made on an ongoing basis by the Senior Hockey
Committee and recommended to the Board of Directors. Clubs will be provided with these amendments.
K-2. Every team intending to compete in the
Senior Hockey program in any season must enter into the classification in which
that team will compete.
K-3. In all games played in the W.O.A.A. Senior
Hockey League, intermission between periods shall not exceed twenty minutes,
including ice re-surfacing.
K-4. Application for membership renewals must be
received by the W.O.A.A. Office on or before June 15th each year for the
following season.
K-5. A late entry in any category must be
submitted to W.O.A.A. Office and will be reviewed by the Senior Hockey
Committee. The Committee will recommend
to the Board of Directors either acceptance or rejection. Late applications shall be subject to a
$100.00 late filing fee, payable to the Executive Administrator.
K-6. Applications for New Memberships must be
received by the W.O.A.A. Office on or before May 15th each year for the
following season.
K-7. The stated entry fee and performance bond
shall accompany the submission.
K-8. New memberships must submit to the W.O.A.A.
Office the following information:
(a) An
outline of the teams hockey system (other teams, etc.),
(b) A
financial prospectus that includes a:
(i) Bank Statement and/or a letter of
credit,
(ii) Budget Forecast, and fund raising
activities,
(c) Facilities
-size, seating capacity, other amenities,
(d) Availability
for game times and dates,
(e) Listing
of Directors and a concise Executive history,
(f) Player List:
Prospective and confirmed names acknowledged by each player by their
individual signature; list to include player's address and a short playing
history stating their last W.O.A.A. Senior Hockey team signed with and the
season.
(g) Team
officials: Prospective and confirmed Manager, Coaches and Trainers,
(h) A brief resume as to why the team should be accepted into the
Senior Hockey program.
K-9. When the preceding information is received
it will be:
(a) Reviewed
by the Senior Hockey Chairperson and Committee,
(b) Distributed
to the relative member teams,
(c) Recommended by the Chairperson to the Board of Directors,
acceptance or rejection,
(d) Approved
or refused by the Board of Directors.
K-10. The home team shall be responsible for the:
(a) Procurement
of facilities and their costs,
(b)
Payment
of game officials.
K-11. Each
team shall be responsible for their own transportation costs.
K-12. Any team who fails to play a scheduled game will forfeit their
bond to the W.O.A.A.
K-13. Postponement of a game is allowed within the stated circumstances:
(a) Road
closures,
(b) Mechanical
failure of the facilities,
(d)
Death
of a registered team participant.
K-14. Notification of postponement requires the requesting club to:
(a) Contact
the opposing Manager and obtain their agreement of same,
(b) Notify
the Executive Administrator, Referee Assignor and Convenor,
(c) Re-schedule the date of the game within fourteen (14) days or
the Chairperson will re-schedule the game.
K-15. When team representatives (coaches and/or the manager) cannot
agree to play a postponed game, the Chairperson shall resolve the issue by:
(a) Directing that any game will be played at a selected site,
(b) Declaring unilaterally:
(i) Which
team representative is negligent,
(ii) Specifying
the home team,
(c) Decide all terms and conditions.
K-16. Should team representatives (Coach and/or Manager) refuse to
comply with the preceding, the Chairperson may invoke any of the following:
(a) Impose upon one or both clubs a monetary assessment not to
exceed $500.00 which shall be forwarded to the Executive Administrator within
seven (7) business days,
(b) Suspend one or both clubs from further competition,
(c) In addition; the Coach and Manager shall be suspended for:
(i) First
offense ten (10) games,
(ii) Second offense one (1) year.
K-17. In the event any team fails to play a postponed scheduled game (as
per Sec. K-13), that team in the discretion of the Senior Hockey
Chairperson shall reimburse the non-offending club via the W.O.A.A. Office, the
following expenses:
(a) Ice
time - three (3) hours (prevailing rates apply),
(b) Cost
of game officials, (if not cancelled),
(c) The offending team may be suspended by the Chairperson from
further play until payment is received by the Executive Administrator. Failure to comply will be cause for the
funds to be withdrawn from the offending team's performance bond, then
subsequently forwarded to the non-offending team by the Executive
Administrator. The performance bond
must then be replenished by the offending team before they can resume play.
K-18. The Manager, Coach or person in charge of any
team must, before any game, sign the Referee's Report in the spaces provided
and shall be regarded as the Responsible Officer for the team for that
game. The team must include ten (9)
skaters and one (1) goaltender. If a
team abuses this rule, the Chairperson may assess a monetary assessment to the
maximum of their bond. Each team shall
be allowed a maximum of five (5) Team Officials on the bench at any one
time. The Responsible Officer will
assume full responsibility for the eligibility of all players and Team
Officials during the game.
K-19. If a player or players of the visiting or
Home Team fails to arrive at the arena prior to game time, the Responsible
Officer of the team shall notify the Referee and Responsible Officer of the
opposing team, the names of such players who have been delayed or would
otherwise be playing. These players
shall be permitted to take their place in the game upon arrival. Any player(s) participating in the game and
his name is omitted on the game sheet, any points or penalties involving the
player(s) will stand.
K-20 For the purpose of player eligibility a
players list shall be sent to all teams three (3) times per season for all
clubs to review. Teams will have ten
(10) days from the date of distribution of said list to question or correct any
discrepancies. After the time limit has
expired, no Protest will be allowed by any team regarding a player’s residence
or card status. However, the Senior
Hockey Committee can rule on the eligibility of any player at any time
throughout the season.

K-21. The team ending the schedule with a higher
point standing shall have preference of the odd game, no division of the gate
receipts is required. If a tie results
between teams, the following procedures shall determine final standings:
IN A BALANCED SCHEDULE:
(i) Most
wins in regular schedule play,
(ii) Win-Loss
Record between tied clubs,
(iii) Goals for plus goals against divided into goals for = %; The
team having the higher percentage is the winner.
IN AN UNBALANCED SCHEDULE:
The final standings will be
calculated on a percentage basis of games played.
K-22. During regular season play and the score is
tied at the completion of regulation time; overtime is mandatory. For overtime play the following will apply:
(a) There
will be a two (2) minute time-out, players remain at bench,
(b) Cleaning
of the ice surface is not mandatory,
(c) The
teams shall change ends, only if the ice is cleaned,
(d) Play will commence (consisting of five (5) players per team)
and shall not be more than one (1), five (5) minute stop time, sudden victory
period,
(e) If a goal is scored, the winning team shall be awarded two
(2) points, the losing team, one (1) point,
(f) When no goal is scored, each team is awarded one (1) point.
L-1. The Chairperson in conjunction with the
Executive Administrator and the Convenors shall arrange all play-offs.
L-2. No team will be denied the right to enter
play-offs.
L-3. In all play-off games, if the score is tied
at the end of regulation time, the ice shall be cleaned, teams shall change
ends and overtime shall be played on the basis of twenty (20) minute stop time sudden
victory periods. The ice shall
be cleaned and teams shall change ends at the end of each succeeding period;
until a winner is declared.
L-4. Play-offs shall be a best of seven (7)
series or as otherwise arranged by the Senior Hockey Chairperson.
M-1. The W.O.A.A. Senior Hockey program will
adopt the three-man officiating system.
M-2. A Referee Assignor shall be appointed by the
Board of Directors. He shall be
responsible for assigning all officials for exhibition, schedule, play-off and
All-Star games. Payment for Referee
Assignor shall be paid by the Executive Administrator from proceeds of the
entry fees. A Referee Supervisor shall
also be considered and if necessary appointed by the W.O.A.A. Referee
Committee.
M-3. If game officials are not cancelled per
W.O.A.A. procedures, the game officials shall be entitled to half game fees
plus mileage fees.
M-4. The home team shall pay all expenses of the game officials. Payment shall be made by a member of the
team management or the Arena Manager and shall be transacted shortly after the
conclusion of the second (2nd) period.
M-5. Game officials must be certified and registered with the
W.O.A.A. Remuneration shall be subject
to the following:
(a) The Chairperson shall determine the variable rates and
recommend these to the Board of Directors,
(b) The Board of Directors as directed in By-Law No. 1, paragraph
1 and paragraph 20 shall approve the rates,
(c) Mileage rates shall be thirty cents ($0.30) per kilometre
both ways for one (1) vehicle.
M-6. If, through misadventure, illness or accident, the appointed game
officials do not appear, the responsible team representatives (Coach or
Manager) of the home team shall then contact the Convenor or Chairperson for
direction and shall attempt to obtain locally registered official(s). Failing the preceding, the game shall be
declared as a postponed game and the team officials shall act according to Sec.
K-11 (c).
M-7. All Time Keepers and Scorers should be a minimum of eighteen (18)
years old.
M-8. In play-offs only, if goal judges are requested; this must be
agreed upon by both teams on the signed play-off agreement before the
commencement of the series. Fee is $20.00 per game per judge. The league will
assign the goal judges. Refer to M-4 for payment procedures.
N-1. In accordance with the By-Laws and Policies
the Chairperson shall:
(a) Suspend
or discipline registered participants,
(b) Review
and/or revise suspension scale annually.
N-2. All suspensions commence at the time of the
infraction.
N-3. Any player serving a Match Penalty or
league suspension shall be suspended from all Senior Hockey games until the
suspension is completed. Any player
serving an automatic suspension (game or gross misconduct) shall be eligible to
participate in tournament, exhibition and/or All-Star games.
N-4. Any team which presumes that a member of
the opposing club is under suspension or is illegal shall notify the Executive
Administrator by phone and confirm in written form immediately.
N-5. Any player or team official who is
perceived to be ineligible and their name appears on the game sheet and
participates in a game, the following shall apply:
(a) DURING
SCHEDULE PLAY: The game shall stand as
played,
(b) IN
PLAY-OFFS: The non-offending team is awarded the win, two (2) points,
(c) The offending team shall be fined $100.00. The Coach and Manager of the offending team
shall be suspended for five (5) games,
(d)
For
a second occurrence, the Coach and Manager of the offending team will be
suspended until dealt with by the Senior Hockey Committee and approved by the
Board of Directors. They may be
suspended for a period of one (1) year.
(e)
If
in the opinion of the Senior Hockey Chairperson the failure to serve the
suspension immediately was used to the offending
team’s advantage, further suspensions or additional fines may be league
assessed to the team, Coach and Manager.
N-6. Any member having incurred a suspension,
fails to adhere in full to that assessment, the suspension shall be
doubled. (Authority - By-Law No. 3, Suspensions
- Para 5 (c)).
O-1. A W.O.A.A. Senior Hockey All-Star Game will
be voted on annually at the W.O.A.A. Senior Hockey Annual Meeting. It is mandatory that each team in the
W.O.A.A. Senior Hockey program participates in the All-Star Game.
SEC. P - SPECIAL RULES AND
REGULATIONS
P-1. The National and Provincial Sport
Authorities are in the midst of developing “Substance and Harassment”
policies. As an interim measure the
applied standard within the W.O.A.A. shall be of “Zero Tolerance”. Should any incident arise, contact the
Sports Chairperson.
SEC. Q - COMMUNICATION
PROCEDURES
Q-1. Each local association or an individual
team if no association exists shall forward to the Executive Administrator the
name, address and telephone number (house and business) of a specific contact
person.
Q-2. Communication to and from the Executive
Administrator will be via that stated person.
Q-3. The procedure of communication is as
follows:

R-1. When a complaint is submitted, it shall be
forwarded to the Executive Administrator.
The submission shall be typewritten or carefully handwritten in form,
concise, factual and shall be signed by the:
(a) President, Secretary, and/or Town/Team Contact of a local
association with two signatures affixed.
(b) (If no association exists), Coach and Manager of a club.
(c) Individual who has a direct interest in the matter.
(d) After consideration, any legitimate complaint will receive a
reply.
S-1.
Protests and Appeals shall be
submitted in accordance with the procedures outlined in By-Law No. 3.
